What does Compliment the deal mean?

I hear this alot but what does it mean?

It's a term which means to make the deal even better.
Something that is a compliment to something else usually fits in well with it.'

If you are wearing a cocktail dress, you would wear shoes that compliment the dress, that is make it look better.

If someone offers a good deal on a car, for instance, and then says they will throw in free petrol for a month, THAT compliments the deal!
