Only registered establishments can do a CRB check.
There's another type of check called a "subject access request", but you're only allowed to access your own records in this way.

Data protection legislation should prevent anyone who isn't authorised to do so from accessing any records that might be held on the PNC about you.

Access to the PNC is strictly controlled as an operator I have done thousands of checks. When a check is done both the operator, person requesting and reason and if applicable location is recorded.Whilst the public can request details from the DVLA in certain circumstances the PNC is not accessible to them.

Any police officer has access to the PNC. He must record the search in his notebook for Data Protection purposes. This started from a petrol company scam in the 80's. No one bothered recording the checks, cops started to try and identify winners of a competition from their car numbers and would tell the winners what had been won, for a slice of the prize. A basic check is either a PNC or SCRO check of a persons name and date of birth.

There are strict rules in force as to who can get information from a PNC check. The basic check from CRB is just to see if you have any unspent convictions - it will not show up any that are classed as spent.
