I had some of the same problems a year or two ago. My friend, who by the way has perfect skin, suggested putting rubbing alcohol on the red and oily areas of my face, (T-zone). I know it sounds funny, but it dries you out just enough, not too much so you don't get dry/skin overcompensates with more oils. I love it and use it every day and my skin looks 95% better than it used to. Plus, its super cheap! Give it a try, it can't hurt, just help. Oh, but careful you don't get any in your eyes, that hurts.
Gd luck with your skin!

The most inexpensive items on the market include products like Clean & Clear, Clearasil, and Oxy 10. They all contain a 10% solution of benzoyl peroxide which helps fight acne breakouts.

Products like Noxzema contain salicylic acid and also help fight and prevent acne. All are relatively inexpensive. As a side note, Pro Active contains the same amount of benzoyl peroxide as the cheap stuff mentioned above. There's nothing special about it.
It's a good idea to have a skin care regimine though.

If you have really bad acne and spots you should see a dermatologist for proper treatment. If that's not an option financially, then try to lower your stress levels, watch what you eat, try to keep your hands away from your face, and develop a daily regimine for face care. (Oil from your hands can cause breakouts.)

For a more even skin tone, and to get spot free, there are several over the counter products but the good ones cost around $25. Roc makes an excellent facial peel that helps even out and lighten your skin tone.

Long soaks in the tub with water deep enough to cover as much of your face as possible or use steaming washcloths over the face for a similar effect. This will help exfoliate pore-clogging dead skin cells and impurities yet it won't irritate your skin like chemical or abrasive exfoliants.

Using gel stick-on scar treatments at night would help reduce red scars. They are kind of expensive but a package will last a long time.

If you have a lot of spots and you have a real problem with them go and see your doctor.
the best treatments are not available over the counter.
I would avoid steroid treatment though as it can have nasty side affects.
When I was covered in spots I found that nobody other than myself actually cared what I looked like, It may not be as bad as you think.

that Freederm stuff you can buy over the counter in Boots is pretty good. £8 for a tube but it lasts ages. Use this with Clearasil pads, the clearer skin in 3 days ones

To reduce redness, try applying eye drops(the one for clearing red eyes) on your zits. It's a cheap solution but you have to reapply every 20-30 minutes. :)

spots usually occur for girls during their period or teenage, better keep ur pores free from make up, wash ur face with warm water, cleanse using any cleansing cream..wipe out and use scrub cream (i use st.ives scrub cream)..this method is the best solution for the spots and pimples..nothing is needed more than this..
