what would these fragments be called if they were unconsolidated?

Both contain larger fragments of rocks/minerals embedded in a finer groundmass. In case of breccia, the composition of the larger fragments are same and identical with the parent rock. In case of conglomerate, the fragments may or may not be of same composition (accordingly it is called an oligomictic or polymictic conglomerate).
In case of breccia, the larger fragments are always angular. But in case of conglomerate, the larger grains (framework) are usually subrounded to rounded, depending on the proximity of the provenance.
The breccia will also have a crushed look.
The unconsolidated fragments will be called by various names like boulder, pebble, cobble, sand, silt etc, depending on their size.
The unconsolidated fragments of a breccia may be called a sludge, but I am not sure.
