If you are wondering about the first tax in all of history, there are accounts of Egyptian tax collectors as early as 3000-2800 BC. The earliest forms of tax were apparently on both monetary income as well as livestock and crops.

The first "income" tax was apparently tried by the British Parliament in 1404, and it caused such an uproar that it was later repealed. Britain also had a formal progressive income tax in 1798 when William Pitt was trying to raise money for the Napoleonic wars.

Huh? The ancient Romans and Greeks had taxes. Most likely they were not the first.
