a lot of stores with large car parks (especially those near town centres or hospitals) do this, because visitors NOT using their store are discouraging potential customers.
To comply with the law, they would have to have a warning notice displayed prominently... probably as you drive in.
I am pretty sure that a big company like Asda would comply with all applicable laws and by-laws
at the end of the day, they want people to visit their store, and not put people off with some arbitrary penalty system

You'll probably find a ticket machine inside the store, but as this is in effect a private car park - no doubt for the use of customers only - it's hardly surprising that you'll get fined if you're not a customer..... and I bet there ARE some signs up warning you!

Been driving for 39 yrs. yet fingers up, i'm hopeless at parking. major reason i have self assurance is because the position my residing house is (lived same residing house for over 40 yrs.) i will actually abandon the motorcar. Parallel parking for sure grow to be not in any respect contained in the driving attempt when I sat it. also hopeless at judging width at the same time as parking nostril first in to a promptly area.

have a chat with the manager of the store, never pay a fine up front, always question it if unsure. sounds like someone is after a bit of extra money, i would call the police if the store claims no knowledge. this is stealing from innocent people!

People don't get fined for parking in a car park... they get fined for abusing the rules.
