Don't worry man, I think 1991 incident reoccur because, if any scale of 1991 occurs then IT companies will move out of Bengalooruuu, the main livelihood of bengalooruu and other cities are ready to grab that opportunity, now you see bandh has been postponed to 12th feb, just to let air show go and not to lose it's reputation, for some time bengalooru will be safe for north indians but for tamil speaking ppl life will be more difficult

Tension between these two states due to the water sharing issue is very well known. However the condition is not as bad as it was earlier. Bangalore is a cosmopolitan city and has many immigrants working there, so you should be alright.
Just take the same normal precautions that you would take in any other major city be it, NY or Aamchi Mumbai.

Its called life and it gets a bit difficult at times. Think of the explosions in Mumbai and Delhi, or the tsunami that hit Chennai. The choice is yours, can stay if you wish or try your luck elsewhere.
You must have seen so many car/bus/train accidents (at least in the news), but you still use them to travel, right?

i guess you are basically affected by the issue.
every place has its own risks in living there.if not riots,its natural disasters/epidemics/war.....
we choose to live in a place becoz of other positive aspects that are there like climate/cleanliness/culture/ work location

If you would like to live in Banglore just live there, thats it... and if you don't better leave it and who cares if you don't live there....Noone is forcing you to stay there in Banglore....That is a natural thing and that could happen in all the states and countries....All in the game......
