the wipers still work ... when i shut them off they go to the wrong position

Something bound up the turning gear. Gently force the wipers back to the desired position.

is 1 or both in wrong spot , look at the base of stem there is a horseshoe clip that snaps off, then pull straight up and off, be sure to mark where it was and just move it to the correct position , might take a couple times to locate, then test it before reinstalling the clip, you can do it , then again the other answers that the gear is out might be true also, but give this a try.

I had the same problem with a 93 crown vic but we just went and got it fixed at the shop, I think it was around 100 dollars to fix it...

There is a gearbox on the firewall that the linkage hooks to. This sounds like it wore out and needs replacement. the motor is fine but the inbetween gearbox is shot.
