That is a power struggle, and I have to wonder how healthy a relationship like that is. Mine was like that and I found it quite toxic.
IF the information relates to you, you can do an end run around the individual who is holding out. You just need to learn how.

There is nothing you can do to make someone give out info about themselves if they don't want to.It's each persons right to be as private as they want to. I don't tell anyone anything I don't want them to know.Period. If they don't like it.....tough.

you should say a little more in your questions that difficult to answer cause no one knows what kind of circumstance you mean when trying to get information from people!! like are you close with them ... is it a person your dating?? you know...

why does it have to be intentional? maybe the person is introverted versus being extroverted. and in being introverted...treaseures his or her privacy much more than extroverts do. maybe they don't want to trust you with the information.
