Can we call you Mr. Gentleman or Mr careless?

Yes perhaps I will follow the person until I caught his collar then tell him that he has dropped the item(s) and then I would mention that I had observed that he has purposely dropped the items for the benefit of some beggars or the needy fellow . I would tell him that as he was involved in a charity and had admired his deeds of donations and would get his phone number for future reference for future donations to CRY / BLIND WELL FARE / OLD AGE HOME / LEPER HOUSE etc.

Would have returned his items intact

What do you mean? If I and the person who dropped it were walking? If so then yes i'll probably say something, if I won't i'll just throw it away (depending on what it was). If a Police officer was near by, i'd tell the cop so the person can get fined.

If he/she refuse to put the waste in the bin, I will tell that it is not proper and will ask the person to put it in the bin by himself/herself.
