If you want a real cozy place, skip Chennai and go to Pondicherry on V-Day, since I expect some Police trouble in Chennai.

Whole Delhi will become romantic on Valentine's Day you can go anywhere. There may be many promotional offers for valentine's special you can search for that. Delhi is very very nice place I miss Delhi
