Why the Indian govenment is not tapping the potential of 1.2 billion people?

There is no master plan to unite and build the nation. The system is highly bureaucratic and outdated. The politicians are busy with communalism, caste and corruption. Any solution?.

What is that which you call "Five Year Plan", the Union Budget? You should not feel disgusted with the system. The potential is being tapped. You would find the initiation of backward "Brain Drain" is an indication that the potential is being tapped.
Some problems do prop up in a diverse country w.r.t. religions, faiths, etc.
Moreover the composition of the system is such that some items are in the "Central Subject" like the Defence, Railways, etc. and others are in the State Subject. Then the central govt. keeps a laision with the State Govt through the administrative controls, the Governors. These are the aspects which indicate that the unity in command and planning is there.
As far corruption is there, I really feel, it is a point of worry to the entire nation.
I think the question should have been posted in the Indian category of Yahoo Answers. Still, the choice is yours.

The Parties which are in power are struggling to be in power. They don't have the chance to mobilise the resources properly due to vote bank politics. Most of their time and enegy is being spent for remaining in power or getting into power. Hence, the present political system has to go and a new election system has to come in its place so that good people with sincerity and devotion can rule the country. A mechanism should be developed to produce sincere and good leadership from the village level with out any political affiliations.

Ultimately all the political parties shouldbe scrapped and a new system of elections where no parties are involved should be introduced.

First someone should wakeup the Government from its deep slumber. We need leaders like Pundit Nehru, Subhash Chandra Bose, Veer Savarkar, Subramanya Bharati and Religious leaders like Jagadguru Samkaracharya, Swami Vivekananda, Dhayananda Saraswathi and Reformers like Sri Ramanujacharya, Sree Narayana Guru and others I can name a number of them to wake us up. Unfortunately we have too much of freedom and too less of accountability. Corrupt and sectarian Political class have hijacked the Government. The people should reject this self seeking political families. Perhaps this is the only Country where Backwardness is glorified and given preference.

The Indian Government is elected by the people. Not a single military goverment ruled in India luckly. The Indian people always busy with commnalism, boosting corruption and promoting castism. Government is only a reflection of the society.

Honestly speaking , govt. does not have enough resources to do so. Govt. is not expected to do everything. NGOs also have to do so many things. Apply the slogan 'APNI MADAD AAP'and do the best you can.
