The heuristic rule within information architectures apply - no data, no information. This is a direct dependency.
For example, asssume that your question is used as a basis for an information system. From this, we'll already learn how information systems are designed to answer specific questions. Now, lets assume my answer represents the information system (to answer your question with). The Yahoo answers website is the information technology over which the information service has to flow. My answering, is the information service.
Together, the technology and the content, within a particular context, would constitute an example of an information system. Thus, when the questions change, the information system would change to provide the relevant answers.
Now, imagine you could not speak English, or had zero typing skill, or could not spell....would the lack of such "data" make it possible for you to ask a question, without which the information system would be useless? No!
Therefore, data becomes integral (integrated) with information systems. No data - No information. Also, Poor data - Poor information. Remember the direct dependency, and inseparable relationship.
