Yes , It will happen when the country achieves 100% literacy everywhere. Indian education does not create good charactered people. Education system should be modified to make it the indicator of good quality, expression , competence, intellect, analytical ability, grasping power, mental ability, efficiency, best character and behavior , cleanest mentality, freedom from all sorts of prejudice & bias . You see communal riots are indirectly engineered by educated class in India. Wherever literacy is less riots are less. That's why in rural areas riots are negligible. Unless careful cleansing of education is done your dream even if fulfilled will be completely useless. Illiterate or partly literate people are less dangerous for society here as they are less treacherous and poor conspirators, undoubtedly.

Our Constitution provide equal opportunity to all citizens irrespective of their educational qualification, caste, creed, mother tongue etc. to file nomination in election. Your opinion that only educated people can understand the problems of the people and can find solutions does not seem correct. There are several persons who are more talented than the educated. One such example is Kamaraj Nadar, former Chief Minister of Tamil Nadu who proved that he is fit to hold the post even though he had no adademic qualification.

Pray to God consistently while trying, as God helps those who help themselves rather than those who are lazy. Lord Krisna said in Bhagavad Gita, we have to carry out our works and renounce the fruit of our action. So we must keep trying and find joy in doing our work, whether or not we get the desired result. We should not lose hope. Do your best and leave the rest to God,it will all come right some day or night.

Education is only a reference for you to search for knowledge. You men to say that uneducated are less knowledgeable?

You can many of the eminent personalities are less educated than you and me.

A person who uses his brain to the usefulness of the society is knowledgeable.

Brahma has not given brain to different people to different levels, it is the people who are using it sparingly and some times people save by borrowing from others.

Even educated people can be apathetic & biased. The only education that is needed to vote is to avail oneself of good information on the cadidates & their issues. Here's a website:
