Munich Conference 1938. Actually a preoccupied and unprepared (for war) Soviet Union wanted to broker a Peace Accord. France and Germany along with the Soviet Union attended the meeting. Britain and France, also unprepared for war, capitulated to Nazi Germany's desire allowing Czechoslovakia to be partitioned. The Nazis would be (the only regime) successful in this conference. Basically, it was the lack of preparedness of the Soviet Union, France and Britain which caused the conference to be unsuccessful from the allies' perspective.

At the time it was considered very successful and the belief by the majority of the people was that Chamberlain had avoided war by slicing up Czechoslovakia (without the Czechs consent). It was only after Hitler invaded the rump Czechoslovakia a few months later that the British and French Governments realised that Hitler was lying when he said he was trying to bring all Germanic people into the Reich (the Sudaten area of Czechoslovakia had a German population) and he was hell bent on expansion. The Munich conference eventually lead to a massive miscalculation by Hitler. After the invasion of the rest of Czechoslovakia the British Government decided to stop appeasing Hitler and stand up to him, but Hitler believed that Britain and France would back down over Poland and that Britain would try and appease him again. By miscalculating Britain's resolve over the security of Poland he was shocked by Britain and Frances declaration of war on 3 September. It can be deemed as a turning point for the British Government as it showed the folly of trying to appease a expansionist dictator.

Because it did not stop Hitlers aggression, namely his attack on Poland. BTW the Chechs never forgot how Britain and the allies left them to the wolves....
