About 7 years of age as they have to had their key stage 1 exam.

This depends on the child - and it is different for all. THere is much research that says children should not be made read or write before they are ready and actually want to. If they are forced they build up negative associations with reading and writing and will never enjoy it or be good at it. Although this is rather extreme I think it is a good point. Really, the child will go at its own pace and individual targets should be set for each child to meet in their own time. I'd say on average though, all children should be reading and writing by the time they're 11 ish. However, as someone else pointed out, some adults aren't even at the stage where they can read fluently and join up writing legibly.

Children are generally beginning to read words around age 4-6, and are starting to write at the same time.

As far as reading fluently and writing legibly, have you ever seen a doctor's handwriting? Some people never learn to write legibly! So I guess that part depends on your definition of fluent & legible.

It depends on the child and the parents involvement in their learning!
Generally they can read fluently by age 8 ( i mean without hesitation) and as for writing legibly....depends on the individual. Some people never do...like me!
