Could MS Outlook be used?

Instead of Using Microsoft Outlook/Outlook Express, I'd recommend you to use a better email client - Mozilla Thunderbird.

Yes MS outlook can be used.
You'll need the incoming mail server name and the outgoing server name.
Outgoing port should be 143 and depending the the server setup incoming may mean checking the ssl box to make the port 993.
