If that's an email message, it is probably Spam/Phishers trying to get you to tell them your personal details so that they can use them to do illegal things, take your money, & possibly try to create fake ID/passports etc.

It is called Scam and Fraud. I have won MILLIONS of dollars in my email accounts over the last few years, and fortunately was smart enough to realize none of it was real. Report the scammers to the proper authorities, and be done with them...

You cannot Win something you did not Enter.

Example

If you have received the email below, please remember that it is very common for these email scams to be redistributed at a later date with only slightly different content, such as a different subject or return address, or with the fake webpage(s) hosted on a different webserver.

We aim to report every variant of the scams we receive, so even if it appears that a scam you receive has already been reported, please submit it to us anyway.

CONGRATULATIONS!!! YOU HAVE WON.!!!

1. A lottery variant of the 419 style of scam. Correspondance will simply result in requests for 'administration fees' to cover various costs, but you'll never actually get any money back!

2. 'EURO MILLIONS LOTTERY INTERNATIONAL' very likely do not even exist and are just a fake company name used by the scammers.

3. Notice that the sender uses a free, web based email address. A real company would almost certainly use their own.
