No this is not okay. Having an open relationship is hard enough if both parties involved are happy with it. But when one partner never wanted the open relationship in the first place, that allows the door to open for bad feelings and jealousy to enter. You need to talk to him about why he wants to have an open relationship. Does he just want to be able to have his cake and eat it too? Or is he not happy enough with you? Either way, there is something wrong there. No one should want to stray in a normal happy relationship, and if they do then I think it's a sign that the relationship should be ending.

He can't decide he's open without discussing it with you. Yes, it is possible to have a relationship in which one partner plays outside and the other does not (I am in a relationship like this) but it needs to be a consensual decision. One cannot make a unilateral decision to sleep around - that's just cheating.

If you aren't happy with his decision you should first tell him how you feel and your reasons for not agreeing with him and try to sort it out that way. If that fails then I guess you've got a choice to make, stay with him and accept the open relationship or break-up with him and try to find someone with the same ideas as you. Good luck!

"Open" how? As in sexually non-exclusive?
A decision in a relationship must be made by both and an agreement which will satisfy both of you must be reached or it won't work out and the relationship is doomed.
