Primary school is one of the most crucial times for a child to learn and prepare for secondary and post-secondary schools. It is where the basic skills of literacy and numeracy occur. It is also called elementary school in America and Canada. This consists of kindergarten through fifth grade. Secondary school consists of sixth to eighth grade. Children around the age of eleven or twelve make the transition from primary to secondary school. Although if you are Doogie Howser, M.D. you would have graduated from college by that time. :)

Because little children go to school - Learn to play
with other children. (That teaches them social skills
for when they are older and stops them being little
hermits that do not get any fresh air).
Have fun and be educated and fed (they might not at
home). Kids welfare is very important. Are you a child?

To keep the little'uns off the street, stops them stealing from the sweet shop and getting run over... Oh, and to teach them to do stuff like read and write and easy sums. It tends to help in later life.
