Because weaker teams need to come up and prove their strength by beating stronger teams. Besides, if you put all strong teams in one group, some of these strong teams are going to get eliminated in the early rounds. The groupings need to have a right mix of strong, weak and medium teams. This goes for any game/tournament.

Thats because to create an opportunity for the smaller teams to have some practice and fight against the biggies. This will give them confidence and so will be able to learn from the others how to play matches. And for this they must put in a lot of hard work. Though they are going to lose, they must try to go to the end. i.e. they must fight hard to the core and make the big teams sweat it out for their victory.

because it is a world cup so the teams should be from whole
