Left click on it and hold, then drag it back to the bottom of the screen.

*You can move it to any side of the screen.

The only difference between XP Home and XP Pro is that the XP Pro has 'networking capabilities' that enable you to connect one computer directly to another/others in order for each computer to see and use the files on both/all simultaneously. Those 'networking capabilities' of XP Pro make it a LOT easier for nefarious parties to exploit the OS, and therefore, harder to lock it down against said nefarious parties. Unless you need to connect another computer to yours, you do NOT _NEED_ XP Pro as opposed to XP Home.

You should be able to grab and stretch it by grabbing the edge of the toolbar with your cursor.
