What a great question!
There is a dead Fox not far from where I live I have seen it for the last 2 weeks and no one has moved it! A few weeks before that there was a dead muntjack (small deer) and that was removed within a few days! I think the deer must had been moved by the homeowner because it was right outside someones drive.
Once I called the police to ask them to remove one from the middle of the road it had already been hit by a car but I told the police it was staggering around the road, they did come and collect it!! That has given me nightmare ever since!! I hate seeing dead animals in the road!
When I've called the local authority to ask for the animal to be moved they say that unless it is causing an obstruction or it is causing accidents they will not remove it!! What about disease??
But for me, it's upsetting seeing that animal every day!!!

It it's alive and suffering - RSPCA in the UK, ASPCA in the USA etc.
If you are generous enough, a local vet -who'll need paying - could be an option too.
If it's dead, call your local authority to potentially clear up the mess and end the risk of infection etc.
What country are you in? This affects the position of course.

What do you mean to "collect it"? If the fox is dying, all you would care about is getting it out of your way? If so, then you truely are a selfish, rude imbecile.

A vet if it is dying and the animal control to pick it up if it is dead.
