No, because the definition of poverty is constantly changing.
For example, in America, it is defined as the distinction between the haves and the have nots; as opposed to people not having access to things they need to survive.
Political spin is always going to convince the lowest on the totem pole that they are in poverty and that they need the government to drag them out.
However, true poverty (3rd world poverty) can be eliminated by:
1) Encouraging free trade.
2) Promoting government structures based on law that protect citizens and their property.
3) Encouraging these government to provide access to eduacation and training.

First, a thing about European Socialism. They all have one thing in common: they use the innovations of capitalism to raise their own standard of living. You will not find too many Socialist giving up computer technology and the internet anytime soon. (or any other innovation that comes from capitalism) That thumbs down button on the bottom right - made possible by capitalism.
Without American capitalism, EVERY European would be poorer.
Second, all this humanity, compassion, income equality nonsense does not reduce poverty. It just makes people feel good.
There will always be people who make stupid choices in life and it is not "society's" responsibility to bail them out. Society does not cause unwanted pregnancy, high school drop-outs, shooting heroin into your veins or just plain laziness.
The best way to eliminate most poverty from this world is freedom. Freedom from Government. I know people hate that. There is some unholy worship of government in this world I cannot figure out. Except for the genocide, famine, world wars, and millennia of oppression, people somehow think freedom and profit motive is bad - so let's turn ourselves over to government to solve our problems. A few Enrons and genocide is apparantly an acceptable alternative.

1 private property rights
2 free markets
3 rule of law
The people that scream the most about poverty are the one's who understand this the least. Zimbabwe is a perfect example of the causes of poverty in the world. There is no capitalism and profit motive there.

I think it is a difficult question.... but in reality, it is just a wish to get rid of poverty from society. Once there is more than one person in a society, then there will be comparison, like high living standard/ income and low living standard/ income. If people's income are far below the average, this group of ppl would be classified as living in poverty no matter compared with other countries, their earning are already very high.
Also, when everyone's salary goes up, the cost of living, like rent, price of goods & servies, etc. will rise, so even the poor group of ppl earn more, they still can't escape from the poverty group.

No, you will never completely rid any society of poverty. Eventually, places that try (socialism) end up running off many citizens that work hard to better themselves. For instance, people that spend years in college and med school then do internships, don't want to have the Government taking half of their income and redistributing it, so that they are living in a small bungalow, no better off than someone that chose to skip college and work at a fast food restaurant.
Eventually, these societies start to suffer a lack of doctors and other necessary people. Once the "high paid" people start to move to other countries, so that they can earn the money they work for, the countries they leave start to sink lower and lower into poverty (as a nation)
In a Capitalist country, you live in poverty unless you're willing to work your way out of it.
No country will ever be completely without poverty.

A welfare state based on the scandinavian model is probably the best way of eliminating poverty in a practical sense. Having just returned from a trip to Denmark and Sweden i was amazed at the affluence of ALL the citizens in these countries. Denmark and Sweden are highly egalatarian societies where very few are super rich and very few are super poor. I would say it is the only way of removing poverty in a capitalistic economy.

- Speeding up the pace of economic growth,
- Reducing inequality of income,
- Reduction in growth rate of population,
- Development of agriculture,
- Stability in price level,
- Eradication of disguised unemployment and increase in employment.
-Changes in techniqe of production,
- Special focus on backward region,
- Provision for the minimum needs of poor and
- Oppertunities for self employment...
