A simple ultraviolet (Black) light might help you quite a bit. Nearly all currencies have a design element that glows under UV light. In the case of 1996 and later US notes, it is the mylar thread that glows under UV light. Not only that, but each denomination glows a different color and is located in a different position within the note.
UV lights are cheap, too.

My friend, i don't think one exists, as quick as they come up with a detector, the villains get something better.
