Inside out = reverse or backwards
upside down = topsy turvey

could be "backwards".

inside out means that the part that would normally be nearest to one's skin is on the outside, and visible to a viewer. The tags of clothing, and the back of the seams are on the inside. So if she put her uniform on inside out, it would mean that you could see the tags, and any logos on the shirt would not be visible. Also, sometimes the colors of clothing on the inside of clothing aren't as bright, so that would also be an indicator (if a usually bright piece of clothing appeared dull)
