If you want to be safe, don't eat and drink anything from Tijuana. The content and regulation of the water isn't as closely regulated, and for someone not used to the water south of the border it can cause a lot of intestinal discomfort. Likewise, since the water can contain bacteria that may upset an unfamiliar stomach, you may want to avoid the food since it may be exposed in preparation.

Pay attention to what grade of gas you need to use, but generally gas is quite a bit cheaper in Mexico, and a lot of active motorists intentionally fill up south of the border.

I haven't been to Tijuana, but lived in Mexico for a long time.

My advice:

Stay away from the tacos in the street. Go to established places such as El Farolito, El Fogoncito, Taco Inn or any other restaurant selling tacos.

If you are in a nice restaurant or hotel, trust the water, their filters and treatment is similar to that in the US, otherwise, boiled or bottled water will do the trick

Gas in Mexico is good. There's basically 2 types, I would go for Magna, which is much cheaper than Premium.

If you can't trust your tacos, gas and water what can you trust. The 21st century is not your parents Mexico. Its not the meat in the tacos its the way the food is handled, chance of e.coli in any food in all countries. Bottled water is widely available, Mexico and the US are the biggest consumers, Premium gas at the Pemex stations will run any kind vehicle, locals use Magna its cheaper.

Tacos on the street, not if you're a foreigner. Tacos in a nice restaurant, of course.

Gas, of course.

Water, generally stick to bottled water.

I know you can't trust the water in Mexico, because my mom went there and came back home with dysentery. She said she was careful, but when she told me she had soup at Denny's there, I said Mom, soup is made with water.

I don't know about gas and tacos.
