There's no specific answer to your question since aggression is all relative and dependent on tank set up and tank mates and there's always a tougher fish around. There is no undisputed 'most aggressive' fish, but there are contenders.
Also there are different categories of aggression. A predatory fish may not necessarily be considered 'aggressive' since all it's really doing is exhibiting an eating reflex and will leave non-prey fish alone. For example, you won't normally see group of piranha fighting each other.
Territorial aggressive fish, however, are capable of killing tank mates due their mere presence in the tank.
The goal, however, should be to mediate or reduce aggression rather than promote it.

tiger barbs are very aggressive and so are tin foil barbs. Tin foils grow very big, and eat anything smaller than them. Definately not to be mixed with neons or any other small fish as they will be treated as live bait! I know believe me i learned the hard way!!

piranhas aren't as aggressive as they're made out to be.
i'd say the more aggressive freshwater fish are most african cichlids, oscars, freshwater puffer fish, black banded leporinus, chinese algae eaters, green terrors and jack dempseys.
then there are fish that won't necessarily appear violent, until you see fish going missing, like bichirs, knife fish, freshwater barracuda.

Oscars probably. Maybe tiger barbs.
Betta fish are not agressive...unless you put two males in the same tank.
I think the person below me is talking about Bettas too (Siamese fighting fish actually).
With other fish Bettas are one of the most peaceful fish you can get...shy actually. Tigers and Oscars are more agressive because they'll attack everything. Oscars will even attack plants and rocks...lol
So yes, Oscars.

I would think those Japanese fighting fish. I've heard they have to be in their bowls alone or they'll kill any other fish near them, but that can't be completely true, cause how would they exist if that were truly the case?

I like arowannas. They eat mice if you throw them in the water. Anything that eats mammals is pretty tough to me. Here's some videos of them killing stuff.
