(a) and (b) are both contradictions in terms. It is a matter of personal perception.
Some people do not like change. They prefer to exist with the familiar so they focus on all the changes, wondering why all these new-fangled doo-dads want to encroach upon their serenity.
On the other hand, some people expect changes as a rule of life. If things don't continue to change then we are stagnating and obviously on the verge of reverting back to the stone-age.

They are both true, but perhaps you did not intend to change the phrasing from one to the other.

The more things seem to change, the more you realize the underlying principles and structures to those changes. Those underlying principles and structures stay the same. So, for example, the bureaucracy is constantly putting out a new form or regulation, but the bureaucracy and its way of doing things will not change until we have a major overhaul of the political system.

The more I stay the same, the more things change around me, or in relation to me. I am a constant to myself, whatever I may be to others. But the environment in which I move so consistently is constantly changing, both in prime (I move around) and in detail (items move in and out of my environment; things within the environment change in themselves).
