I am making the "maximum number of MOVES" made in my fantasy baseball league. What is considered a "move"?

It is when an add and drop is made or when a trade is made.

In fantasy baseball already? That would be adding and dropping a player. Not just one, but both. Just a drop doesn't count as a move, but an add and a drop count as a move.

mistake me if i'm incorrect but i am pretty sure that trades do not count as a move. I am in Yahoo! fantasy basketball and they didnt count my trade as a move.
