In my knowledge, its the guitar. Guitar consider of strings of thickness that define the pitch for the guitar. A finer string means a sharper or higher pitch, but softer sound. When a pitch is higher, the sound is shorter due to the higher wave and vibrate faster and travels faster. A very low pitch will have deeper sound due to the shorter wave.

A car horn can have high pitch, but it will mean that the sound cannot be heard from far, yes you can debate that making it louder sound the issue, but what happen to those that is near to it, they will be annoyed by the loud sound. Thus car horn is set at a mid range pitch, to mantain the loudness yet able to let people from a distance to be able to hear it.

Guitars can reach much higher pitch than car horns. The horns on my Plymouth are at 400 and 500 Hz, just below and just above the A above middle C.

it's the guitar if we are to observe both sounding from a stationary location...the pitch(or the note) of the guitar on the last fret of its thinnest string is higher compared to that of car horns which mostly have a fixed lower pitch(i can tell you that because i always play the guitar)....but applying the laws of physics can make the pitch of a car horn possibly higher than that of the guitar..this can happen when the car is approaching you at a very appreciable amount of speed..the crests of the horn's previous sound waves may combine with the crests of latter waves as the car is approaching...this phenomenon is called Doppler Effect...the frequency or pitch of a sound increases as the source of the sound approaches with great speed..

A guitar can have a higher pitch, but it depends on which chord you are playing. If you play the extreme chords, a guitar would have a higher pitch, I think.

never hear a car having higher pitch it would be painful

'car horn' is pretty general . on the average id say a guitars higher but thers some shrieky horns out there ..
