Graffiti. Cleaning. All those sort of jobs which are hard to fill. I have often wondered why this isnt happening. It seems to me to be a vast untapped labour source?
Why isnt this happening?

Odindmar - obviously I didnt mean hardened criminal prisoners. I meant petty theft, traffic violation, drugs maybe. Less serious crimes of course!!!
They are going to get out eventually. Life sentences are pretty rare. I mean prisoners who are nearing the end of their sentences. It may even help them get a work ethic.

They do have jobs-inside the prisons they reside in. State car license plates I've heard are made by some. There are some who have grounds jobs, laundry, etc., at the prisons. As for out in the community, well, that would cost tax payers more money. Why? Because of the guards that would need to be hired for keeping an eagle eye on the prisoners while they are out in the community doing those jobs. Plus, the cost of the items with which to do those jobs with-brushes, buckets, paint, etc. Plus, it would not be something every prisoner could be allowed to do. They would have to show themselves trustworthy enough to be selected for such tasks. I am sure there are prisoners who would qualify, but it would be up to each state, to decide on doing this or not. Also, there is at least one state down south, not sure of the one it is, but they have a "chain gang" of prisoners out in fields doing land work-etc. You have a good question. I hope this helps. AS I stated in an Earlier posting, In some states this is considered Cruel and unusual punishment. It might embarass a prisoner to be displayed like that in the outside if their cleaning. In some states they are allowed to work, being paid in dimes for making jeans. THey also do some labor like laundry and cooking for the prison needs. For a while they did computer work. They stopped that, because a lot of these computer work would contain personal information like Credit card numbers. There is also another factor. We claim China has Human Riots violation. On the top of the list is prison labor. How would it look if we make such a big to do about CHina, and then we turn around and actually make our prisoner work.

Okay, why are they in prison? Because they are evil and can't be trusted. They have to be locked away in cells because they won't function in a less than harmful way in society. If we let them out to ' clean graffiti ' then we give them the chance of escaping and raping, murdering, or what ever they are in for again.

I do not know. Who cares if they are embarressed, they did not care about the people they hurt.They are there to be punished.Punishment is supposed to hurt.
