Some franchises are just destined to be bad, it seems no matter what they do they never win, there may be the odd years when they have good records but don't go anywhere come playoff time.
Detroit Lions, St louis Blues, Seattle Mariners, these are examples from other sports.

The Sonics i think are having a transition period. Since the NBA approved the sale of the team to an Oklahoma City group 5 or 6 months ago, they dont have any real direction. Morale are low and all are affected.

They are a very good team I think. The only thing is that they are kinda small on Defense. Wilcox and Collison are great but not enough against the elite teams in the Playoffs. Their only chance is to out run and outscore like the Suns do.

It is simple it's "The Glove" effect. They will never win without Gary Payton. They treated him bad he is a point guard that had to carry the franchise on his back for years and then they traded him. For years all they needed was a Center that could get rebounds who did they get Detlef Schemp who was overrated and thought he was a shooting guard that is why they lost the championship to chicago in 95-96 season.

Defense and an undersized interior.

Not to mention playing Luke Ridnour off the BENCH doesn't help much.
