There are different levels of honors to be achieved, but they are based on cumulative GPA. The most common practice that I have observed is that "Summa *** Laude" honors are reserved for gradutes with GPAs of 3.5 or better on a 4.0 point grading system. "Magna *** Laude" indicates that the person is graduating with a GPA of 3.75 or better on a 4.0 system.
Recognize that different institutions establish different minimum thresholds for these honors, and that these thresholds can change over time based on the proportion of graduates achieving theses levels. That is, at campuses where grade inflation is rampant, the minimum thresholds may be raised to prevent too many graduates qualifying for these honors. When everybody (or near everybody) achieves the honor, nobody achieves the honor.
If you qualify for these honors, wou will have the privilege of wearing a special colored cord when you graduate. The color of the cord will signify what level of honor you have achieved. Getting to wear this dinstinction is a big deal. Good luck!

I think it varies from institution to institution.
At my university, I believe that to graduate "with honors" a student has to enroll in the Honors Program (which is only for students with a GPA above a certain level). The student then completes a certain amount of coursework in special Honors classes as well as a project (comparable to a scaled-down Master's thesis).

if you study UK degree programme will get an honours degree (passes all the subjects) in 3 years ,
if you study australia degree programme, then you will awarded general degree in 3 years, if you want to get honours degree in Australia, you may need to further 1 more year. Total 4 years to get honours degree in Australia.

without honors, u don't normally specialize in a subject, with honors, you do.
