There are a couple of ways of evaluating the salary based on your specific situation.

You start by specifying the job category along with the metro area. A search is done of more specific job types for that area that you can use to further filter results. Finally, you are presented with a salary range which you can compare to your given salary.

Another way of evaluating salary is by looking at the difference of the cost of living between locales. http://www.bankrate.com/brm/movecalc.asp

Two locations are entered (the calculator is for cities in the US only) along with a current income (what you would be making in the first city). The calculator then tells you what you would need to make in the second city to maintain a similar standard of living.

I think it is low for an IT person. 40,000 won't even allow you to rent an apartment in California so where you live makes a big difference. I do think the salary is a bit on the low side.
