Is it cheaper to have an actor look away from camera at a speaking actor?

Case in point: in both Travelocity and SleepNumber bed commercials, the woman is steadily looking at the speaking man.

No. Speaker should be mostly looking at the camera or else it will be inept.

This is not common practice but I suppose it would be. It doesnt happen often.
