Personally I would do neither, my coin has been hard fought through 3 years, I ain't the riches but it is all mine. LOL.
Seriously though, if caught in this business you WILL get your account banned. You are also handing over your real world financial details to a website that you have no control over how they will use these details. Both the sites and the parent company could be 100% legit, though dealing in an 'illegal' trade, personally I wouldn't risk it.
I fully realise it looks good to suddenly be able to buy that item that you really want, but it is much better to work towards it yourself.

Honestly the best way to earn cash in runescape the easiest is to explore yourself. Guides and all are nice and plenty, but so many people follow those pathways that it leads to supply>demand, yes it may make money due to the Grand Exchange lacking to change the price, but your items obtained from those guides won't necessarily sell. Fishing is always a great way, and incredibly enjoyable if you're the right level. Watch videos/movies whilst doing it. Explore your skills, take advantage of levelling them up. It may take some time to obtain a greater amount of cash, as well as reaching a 99, but in the end it's well worth it.

it is against rules to buy runescape money with real money.
its just a game and would be a waste of money. most people in the game just train their stats and earn money, instead of cheating and buy it online
