does anybody know in what year the USA officially recognized the Vatican as a state?

Under President Ronald Reagan, the United States and the Holy See announced the establishment of diplomatic relations on January 10, 1984. On March 7, 1984, the Senate confirmed William A. Wilson as the first U.S. ambassador to the Holy See. Ambassador Wilson had been President Reagan's personal envoy to the Pope since 1981. The Holy See named Archbishop Pio Laghi as the first Apostolic Nuncio (equivalent to ambassador) of the Holy See to the U.S.

Your marriage will not be legal when you move back to the states if you are allowed to marry in some other country. The reason why it's illegal to marry a first cousin is because your children will be born with retardation and birth defects. Don't be foolish about this. I'm sure you do love each other, but you are being selfish. It's not normal and you really should consider the long term effects this will cause for future members of your family. If you do want the marriage to be legal, stay in the country that allows this kind of thing to be allowed.
