i think if they can understand english then they could understand you to the knowledge they know of... just like me im not fluent in french but i understand what i know when someone is speaking to me in french

Many are students of the language, and it's probably only a matter of time (maybe a long time) before they get the hang of 'putting out' what they've been 'taking in'. you mean, "speak English well" hehe.
but yeah, audio/verbal comprehension and applicational comprehension are two different things. for instance, while studying French i find that i understand every single word someone says or writes in French and am able to understand what theyre saying, but on the other hand i sometimes struggle with remembering how to construct sentences or conjugate verbs etc

Sometimes yes, sometimes no, but this is what happens between two people who speak perfect English: sometimes they fully understand what the other says and sometimes they don't.

yes.I am speaking from experience and from the fact that there are many people here around me who have a good comprehension on english but could not converse very well. I can be like that sometimes. Sometimes, unexposure to english speaking people depreciates the ability to compose or put words together to use in a conversation. Sometimes, its a matter of lack of confidence, or much of shyness on the part of the one spoken english to. speech like all skills require practice,with out practice, we can become rusty in that ability.

Yes this can happen. I can give you a reverse example and you can take from there. I can understand very little Tagalog (Filipino) but I can never speak it. I use clue words and not the whole sentence and take the context from there. I also know when someone is talking smack just by when I hear my name thrown in the conversation.

My mother was raised in a house that spoke Swedish until she was five years old. She never spoke it well, but even as an old person now she can understand. Maybe not fully, but pretty much so..

Of course. Its like you know how the words sound like so you can understand but since you cant talk doesnt mean you dont understand. Its like sometimes when they speak they do the actions as well.

Yeah, I know and used to work with a lot of people like that. It was hard for me to understand them but they could understand every word I said. It wasnt as bad as it sounds though.
