I just did LASIK eye surgery about 2 weeks ago. When I came back to work, I gave the medical certificate letter (which was give by the doctor) to my company's HR department to excuse me for 3 days from work. However, my letter didn't accept by them. The reason given by them was "Lasik Surgery is not due to illness or injury". According to my HR department, A valid medical certification must be due to illness only. Is this true?

They are right Medical certificate issued to Lasikeye surgery cannot be treated as illness or urgent medical leave
