sagada, mountain province its much cooler than baguio. elevation is about 7000 ft above sea level
Baguio, is much cooler than Tagaytay, elevation is about 5000 sea level.
tagaytay, is near manila and about 2000 ft above sea level

you see elevation matters most. if accessibillity to commercial center is your concern. first is baguio, second, tagaytay

Sagada, Mt. Province is cool all year around. We were there a year ago, and the natural sites are just fantastic. Please read an account below:

From Manila, it's tagaytay. Cool but one can get pretty sun-kissed in the afternoon.

Out of the metro, it's Baguio! The summer capital of the Philippines.

Definitely Baguio, Or you could try Tagaytay which is a lot closer to Manila

Baguio would be the one, hands down. It's cool all year round. Just recently, vegetables got spoiled because they got frozen.

baguio city... coldest would be jan-feb, temp could go down to 10 deg (C) warmest will be april average of 27 (c)

and Trinidad benguet / Sagada mountain province (feb - 7 deg)

Seattle's climate is heavily influenced by the ocean so the difference in temperatures aren't as extreme as they can be further inland. I used to live in Colorado where it typically doesn't get that hot in the summer but it can get very cold in the winter. Subzero temperatures aren't at all uncommon during those months.

For most of the Pilipino and Balikbayans, it will be BAGUIO as the top answer but for me I love Tagaytay
