That can make the difference.
If perhaps you've been together for less than five .. flowers, cake (you have to bake it though .. not buy it) .. the bed-in-breakfast routine .. that's always fun.

Take him to some place sentimental to the both of you, then go someplace completely new that you both have been wanting to go. You live in Chicago, take advantage of it! I've always been fascinated by the city, so that's surely what I'd do.
To make the event even more special, try getting a nice bag or backpack that he could use, and fill it with a ton of small-ish things that remind you of him or things that you know he'd like. Have him pull things out of the bag over the course of the night.

On Valentine's Day go out for a romantic meal, say at his & your Favourite restaurant. At dinner give him a Valentine's card with a reservation comfirmation for you and him for the weekend at some nice little B&B in the country. (Ok I don't know the USA too well so the B&B and country bit you'll need to wing it, try a travel agent, they can be a great help, oh yes the web too.) Ok then if you can organise to have A dozen red roses in the roon at the B&B for when you arrive. If you can you can go for walks and picnics (weather permitting of course )- I think it's winter there so you may have to improvise, but I think you get my drift?
In short weekend away _B&B in the country, roses in room and champagne.
Another good one is weekend away, cabin, log fire, alone together.... follow?

It all depends on what kind of guy he is. You could gve him a test ride in a fancy car, for instance (if he likes cars, that is).
Or compile a CD with all of "your songs", and give it to him. In an envelope, you have little notes that correspond with the songs ( note 1 goes with the first song, note 2 goes with the second, etc).
Frame your best pictures together.
Give him a course in sushi making ( or chocolate making).
Go ice skating on a lake.
There is so much stuff to do!

I've said this before and a lot of people like it so I'll say it again. I was in school and didn't have a lot of money so I got a card that was appropriate for my feeling and in it I enclosed coupons to be redeemed at a future date. One was for a massage, one was for a quiet evening cuddling, one was for a movie date, a few were for things that would get my ID tossed, you get the picture. If you choose to use it be creative. I gave 10 coupons that Valentines day, and he still carries one around in his wallet, 20 years later.

ok. Well, I'm not a guy, nor a gay guy, but I'd try flowers (if hes into that) and then kidnap him( pretend its a family emergency?) from work and go for a nice long walk in the park!
