Those that keep a low profile could be doing it for one of two possible reasons. One is that the person is just a little on the shy side and doesn't warm up to others easily. The second may be that he's keeping his nose clean. If you work in a place where "politics" effects how things play out then that person knows that the less he says and hears the better. Also, he knows that as long as he does his job and does nothing to stir up anything he'll keep his job.

I am also one of those employee's. I keep a low profile because I work in a union environment where pay and promotion is not based on performance, in a high stress job with mostly type A personalities. I call it flying below the radar, and I tell my trainees that if you fly too far above the radar in this environment your peers will react as if you have a target on your behind, sabotaging you at every turn.

I am one of those types of people. We like to lay low, and not draw attention to ourselves. We're generally a bit shy, sometimes self-concious. Mostly, we just don't feel the need for constant interaction, and can remain content all by ourselves more easily than other people.

I am one of those people and my goal is to walk through the building and someone will ask.Who is that and the answer will be I am not sure but I think he works here.
