That would be the eye wall. The maximum winds in a hurricane are measured in the eye wall (74 mph on up to 150 mph and sometimes more!). Inside the eye, however, winds are much calmer and there are often no clouds or rain.

The highest winds of a hurrican are right at the eye wall. However, the greatest damage done by a hurricane is the northeast quadrant. This is where the winds and storm surge are the greatest. Of course, this only applies in the northern hemisphere.
