Aren't graphs supposed to go to "even" numbers; like for instance, the 5th graph at http://ifamericansknew.org/ "UN Resolutions Targeting Israel and the Palestinians" the graph numbers only go up to 70. Whereas if it went up to 100, the Israeli/Palestinian margin would maybe look slightly less one-sided.

Graphs are often constructed so as to give a false impression however I think these ones, with the y-axis always starting at zero and always finishing near the point of the maximum value, are fair. Anything else, eg. not starting at zero, or finishing above the maximum value (as you suggest) would give a false impression. If it was a graph of percentages, then yes finishing at 100 would be reasonable. But when it is just showing relative counts, no.

That said, the 3D style to the bars does make them seem a little taller.
