Find a music recording program like Fruity Loops or Vegas or GarageBand. Look into what a Mbox is, i have a Mbox2 Pro. The real deal in my opinion is getting acquainted with Pro-Tools.
The more savvy your brother becomes with the basics of recording, his music is gonna shine all the more better. period. Check out Limewire and see if u could find some programs to download like the ones i mentioned, or get to Frys or Best Buy and check out your options.
When it comes to a mic, it sounds like you guys have a headphone jack-in type mic, made for chat rooms and stuff...
Ewww....NOT for music......
consider getting a Shure 58, or a Shure SM5, that alone will make his voice more present.
