Usually people have things that they like, but that they rarely buy for themselves. Find out what that something is and get it for him. For example, I really like to go to the movies, but I rarely think to spend money on going to the movies because it is expensive these days and I feel guilty spending so much money on entertainment when there are bills that need to be paid. So my wife often gives me gift certificates to the movies. Maybe your guy has a favorite restaurant that he doesn't go to very often because of the cost. Or maybe he collects certain items, like stamps or coins - you could get him an item that he collects (just make sure he doesn't already have one first - it never hurts to ask!) If what your guy wants is too expensive on its own, a gift card that will cover at least part of the cost is always welcome.

It really depends on how close you are to the guy.
If you are just starting to date (or haven't even started to date) then you should probably give something that communicates that you are paying attention to what he likes, but isn't TOO forward. An example, if he is a sports nut, get him tickets to his favorite team (and go with him).
However, if you have been dating or married for a while, then I recommend something that is "new and fresh" or perhaps even "spicy". Ideas for this range from getting him lessons to learn something he has never tried (something new) to planning a weekend getaway for the two of you or even surprising him with something shockingly sensual - perhaps racy photos of yourself or something you dream up (something spicy).
Regardless, for Valentine's day, I recommend getting something that you can enjoy together, not just a material gift.

Depends how well you know him. Wrap yourself in red saran wrap and put a big red bow on you. Valentine boxer are cool. Chocolate candy some of those candies that have little saying on them. Throw rose petals on the bed and use red and white candles. Happy V-day. Have fun
