Speed of light is the fast speed there is based on what we know.
Electricity can be voltage or current. Voltage, a potential difference, is electric field over distance. Just like gravity. We assume gravitational field is always there but if there is a change, it will move at speed of light. Therefore, a voltage (presence of E field) makes itself know inside a conductor at the speed of light (which differs in different medium).
Current is actual transport of electrons (or holes in semiconductor). They don't move fast.
An analogy is the movement cars in response to traffic light signal. The cars all see the signal changes but they can't move that fast.

LIght in vacuum is faster; electrical signals through wires are almost (but not quite) as fast. Some mathematics with distributed inductance and capacitance can be used to determine the actual propagation speed of an electrical signal.

The only know thing faster than the speed of light is the speed of autonomous molecular motion, so since this isn't electricity, speed of light is faster.

By-and-large, light travels in the form of photon packets
from the emitter to your eye.
Electricity is electrons jumping from one atom to the next.
That takes considerably longer as it isn't direct.
This is why fibre technology transmits data faster than
copper wire, etc.
