You can do both. IRA, is a individual retirement account, usually most companies invest their IRA's into mutual funds given the possibiliyt of greater returns. Since IRA is a retirement account,
ROTH is taxed up front, and tax free upon retirement, Traditional is tax deferred upfront and tax upon retirement. Now, IRA's are capped for a yearly amount limit, so if you want to maximize your return, take the remaining amount of money that you cant add to your IRA and add to a fund. Make sure you do your research, and that the mutual fund has no load, meaning no fees upfront or on the back end. but to answer your question do both,

Do your research on mutual funds and IRAs to find out which one will work for you. There are several different IRAs (ROTH, Traditonal, SEP, Education and Simple). Also many kinds of mutual funds. Mutual funds and IRAs are usually set up for retirement. Sites like www.morningstar.com and www.pathtoinvesting.org have great resources for research.

It depends on your overall financial picture and
your financial goal. I have heard for LONGERM
investing, mutual funds give an overall better
return. I think it depends on how long you want
to leave the investment in. You can try
http://www.daveramsey.com for more financial
planning info. Good luck.
