You'd need to be more specific. The French Commander in Chief during World War I was the not-so-skilled General Joseph Joffre. Interestingly, he was a Catalan. He was replaced mid-war by General Robert Nivelle, who was talented but couldn't keep his mouth shut (he talked to the press openly about plans that should have been kept secret, and of course the Germans found out)
